Everyone has a moral obligation to report child abuse, but some people also have a legal obligation. The law calls them mandatory reporters.
Mandated reporters are adults who come into direct contact with children through their employment or volunteer work with a regularly scheduled program or activity. These adults accept responsibility for a child.
The law calls everyone else a permissive reporter. Permissive reporters are encouraged to make a report of suspected child abuse.
The trigger to report is a reasonable suspicion that a child is being abused. Permissive reporters may report anonymously; mandated reporters may not.
